I've gone through the online documentation and noticed EVGA doesn't promote the SR-X for overclocking in any way, SR-X is for "extreme power users, workstations, server admins and folder/crunchers" only. So I guess
- no OC via multiplier - no OC via straps? In case that's true (haven't noticed any OC results or official word about the Xeon OC features yet, so very likely they don't exist), that would suck pretty hard. I know it's not EVGA's fault, but Intel's decision, but DAMN ... ![]() However maybe I will find out by myself very soon.

Did you tried obvious things, like remove AC power, clear CMOS, try different BIOS switch position, etc?

Maybe, you can try to put X79 bios and test with CPU0 (3820) to check if board works.
Use socket with 8 DIMM slots for test If not boot even with X79 BIOS than suggest RMA
