Screw mounts fixture detailed. Allows us to connect bare TC-wires with robust and versatile screw fix. No more headache about bad TC contact.
A lil bit headache about cold junction but when thermometer itself with connectors aren't under stress by some temperature gradient - it's quite safe.

Trying to figure out what is to the left of the eeprom chip, and what is above c3 on the board? Your picture doesn't say anything about these two.

C3 - is factory-installed bulk capacitor. It's 2.2uF tantalum one. same as C11 or C14.

C17 - is 100nF bypass capacitor. If you dont solder eeprom chip - you can leave that not installed. To use memory storage feature present in 53 II and 54II fluke modes - you will need to install EEPROM chip. If not - you will have memory not working, nothing bad.

Is the bulk capacitor required? Besides the eeprom chip can anything else not be installed?

Everything else is critical to second channel function.

Bulk cap is one which is present on stock meters, it's better to have it. On your photo it's clearly visible that it was present but destroyed mechanically, i guess by harsh disassembly
