Did you shorted sense pins on 8pin plugs on card?
Is onboard NF200 powered ok?
For powergood cut traces near pwm chips going to pin 37 and pin 15 (both, not sure which one used, or just desolder pwm chip.

Also I don't see much wires between everything.

Are all voltages ok on both boards? Vmem, Vgpu, Vmem2, Vgpu2?

I think the NF200 chip is the problem. No power there. You have an idea how to solve that? 3rd EPower board?

Can you explain what you mean exactly with the sense pins on the 8pin connector?

8 pin power does not have 5 grounds and 3 +12V, it have 3 grounds, 2 sense pins and 3 +12V. Check if card detects missing power plug. On 9800GX2 both LEDs near power plugs must be lit GREEN.

Power curcuitry for NF200 can take power good from GPU PWM or memory PWM, check those.

Ah okay. All LEDs are green so this can't be the problem.

The APW7066 should be for the NF200. PGOOD is pin 12 but if I measure to GPU or Memory PWM I always get 8 mohm. So can't be right or?

Mhhh datasheet says pin 12 but even if I measure from 14 I don't get possible results. To be honest I'm not even sure whether I'm measuring the correct stuff here. Never did this kind of mod before.
PGood from AWP7066 should be directly connected to GPU Phase or memory phase or?

Just seen that you edited the post above. Yes vGPU1, vGPU2, vMEM1, vMEM2 is working fine. 1,2 V on GPUs and 2,0 V on RAMs.

Thanks Chiller

NF200 got 1,215 V now which should be alright.

TiN now as I cut the traces to the GPU PWM Controler the LEDs of the 8 Pin connetor are not green anymore. I shorted the sense Pins like you said but still no change. Normally if the 8 Pin connetor is missing there are 2 red LEDs but not even these are lit.

Mmm, cut too much?

Sorry dude, i really don't have any 9800gx2 by hand to give you proven working solution.
Never tried dual-PCB cards with external power so far.

Mhhh I got another one here so could try again

Not sure whether I cut too much tho. Just cut the two traces (37 & 15).

Now the LEDs of the 8 pin connectore are lit but only a little bit - quite dark. You have an idea what can cause that?

edit: TiN I got some progress I replaced the 2nd PCB (the one with 8 Pin Connector) with the one of my working card. SLI works with 1 PCB E-Powered. Maybe I killed the other card. Will replace the epower on the 2nd PCB later to check whether it works. Will keep you updated.
